SQLite with SEE on .NET, Android and IOS

Hey there,
I am currently thinking about getting a license for "SEE", but I am unsure about the capabilities.
On the PC side, the development takes place under VB.net. So I would need "Precompiled Binaries for 32-bit Windows (.NET Framework 4.0)" with integrated SEE support. Is a corresponding package available with the license or does it have to be compiled by me?
In addition, SQLite databases created and encrypted on the PC are transferred to Android and / or IOS, supplemented and sent back again. At this point I don't know if Android and IOS can work with SEE encrypted databases or not.
For the first test, it would be enough if someone could send me a database encrypted with SEE. (As far as I know: AES 256 is prefered).
