Missing SQLITE_OMIT_POPEN guard

I'm attempting to compile shell.c to webassembly with SQLITE_OMIT_POPEN however it misses one popen on line 19058 in shell.c, which causes popen to be called regardless of defining SQLITE_OMIT_POPEN.
