Larry, I switched to 64-bit SQLite3.DLL (still using .Net Framework) and was able to replicate your success with a table containing 15,000 records. (And it feels good!) I've raised a new topic <b>SQLite3 v3.34 ANOMALY - Precompiled Binaries for Windows</b> for investigating this anomaly.
