If you mean this ROS:

http://wiki.ros.org/ROS/Introduction

That's not an OS, but a software framework which runs on Unix-like OSes.

If you mean a different ROS, you'll need to be more explicit.

SQLite doesn't run on programs. It runs on operating systems. ROS is not an operating system.

The page Stefan referred to says:

ROS currently only runs on Unix-based platforms. Software for ROS is primarily tested on Ubuntu and Mac OS X systems, though the ROS community has been contributing support for Fedora, Gentoo, Arch Linux and other Linux platforms.

SQLite runs on all those operating systems. In fact, it's included with most of them.
