This is arguably a bug in the default Fossil skin. The "Logout" link takes you to the Settings page you're looking for. The fix to the bug would be to put the link on the user name, not on the "Logout" link, since clicking that link doesn't actually log you out. I class this as a bug because I *have* fixed it on my own public Fossil repos.
