Add win32 resource file to amalgamation archive

When building a Windows DLL from amalgamation source, it would be very convenient if sqlite3.rc and sqlite3rc.h were part of the package.
Resource file provides DLL version info, which is required for Windows Installer and is a useful thing to have in general.
